Enabling Tiered Codes
Implementation and Market Preparedness
To help prepare the industry for future building codes, CHBA has launched a 3-year project called ‘Enabling Tiered Codes – Implementation and Market Preparedness.’ The project is funded by Natural Resources Canada (NRCan) under the Codes Acceleration Fund (CAF), which is part of the federal government’s Green Buildings Strategy to accelerate innovation in making Canada’s buildings more affordable, efficient, comfortable, and resilient.
The objective of the project is to support efforts to help enable the residential construction industry to effectively adopt forthcoming high-performance building codes, including the highest feasible energy performance tiers of the national model energy codes or other high-performance building codes, such as net-zero emissions codes, by building industry capacity. The project will also inform the building code process, as it looks at buildability, costs and other hurdles that need to be overcome for successful implementation.

Project Tasks
Under this project, the following efforts will be undertaken:
- Multiple Net Zero Ready “Builder Option Packages” (NZr BOPs) will be developed to provide builders and Energy Advisors various performance-based options to build homes to Net Zero Ready. We’re exploring the opportunity to include options for both operational emissions (opGHGs) and embodied emissions (emGHGs) as well as resilience packages with measures to address high wind, hail, fire, and flood.
- In addition to developing new training on Section 9.36 for builders, we will offer rebates and discounts for the net zero training courses during this project. Information on these training incentives will be shared through CHBA’s e-publications as well as posted on our website here.
To provide insight and guidance to accomplish this work, an expert Emissions & Resilience Working Group has been established to inform the development of both operational and embodied carbon emissions programming within the voluntary CHBA Net Zero Home Labelling Program, as well as resilience best practices to protect homes against extreme weather events due to climate change. Members have been selected for their demonstrated competence and experience in the fields of building emissions reductions and resilience/adaption, while ensuring a diverse geographic representation.
